I have been meaning to buy a virtual server in the States for various reasons. Another feature is that it is easy to make it a private, secure web proxy too. Costs minimum $20US a month though.

A virtual server is a "virtual machine" that is hosted on a single large server. You get your own IP address, full admin access, etc.
